The government handed over flight navigation management duties for both western and eastern Indonesia to a new state company on Wednesday. State Enterprise Minister Dahlan Iskan introduced the Perum Penyelenggaraan Pelayanan Navigasi Penerbangan Indonesia (State Enterprise for Aviation Navigation Services in Indonesia), the country's 142nd state company, during a ceremony in Jakarta . “In theory, the handling of [air] navigation should be better. With the establishment of this state enterprise, aviation navigation services will be more focused and professional,” Dahlan said.
The new enterprise will take over the management and operation of aviation navigation services all over the country, which is currently split between Angkasa Pura I and Angkasa Pura II, both state enterprises managing and operating airports. Dahlan appointed Ichwanul Idrus, the director for aviation navigation at the Transportation Ministry, to head the new company. Also sworn in were new Director for Safety and Standards Wisnu Darjono, new Director for Human Resources and General Affairs Saryono, new Director for Technical Navigation Techniques Fadli Soesilo, new Finance Director Sonatha Halim Jusuf, new Director for Aviation Traffic Management Amran and new Director for Service Development and IT Hartaty Manulang.
The company will provide air traffic services, air telecommunication services, aeronautical information services, aviation meteorological services as well as search and rescue information services. Dahlan asked the directors and commissioners of the firm to formulate a work program and a budget during the next month. He also told the director of finance to open up a bank account for the company. “This very afternoon, the board of directors should open a financial balance sheet and also a bank account, because Angkasa Pura I and II will send money as bridging funds,” Dahlan said.
Dahlan added that he would evaluate the performance of all members of the board of directors and board of commissioners and will, if necessary, make changes to the lineup. The minister had previously said that the new company will immediately take over all assets related to air traffic systems currently in the hands of Angkasa Pura I and II, including their manpower. The minister said the integration of the two air traffic zones into one would take time. “Integrating the systems would still need some time,” he said, adding that Angkasa Pura I and II will still continue to pay the salaries of their respective workers now assigned under the new company for the first two to three months.
